2FA Allow whitelisting of groups

Currently the whitelist feature allows groups to be added but does not work, TSPlus are aware of the issue but say as a workaround to add users individually and they will remove the group option. Unfortunately this makes managing what users are whitelisted more difficult and the feature should support groups.
