Floating Panel - always on top

When using the "Floating Panel" option, it disappears whenever an application is displayed in full-screen mode—is there a way to set it to "always visible" or "always on top"? This would be especially useful when the panel is minimized, as it would keep the bar visible, allowing easy to expand the full panel.
